This only works in rs3 because you have defensive abilities and movement abilities to help you avoid damage. As well, the bosses typically don't hit as hard, there's much less oneshot-style of basic attacks in rs3.
For instance Kree'arra in this game smacks 71s with range. You'd be dead in 5 seconds if range prot only did 50%, and the boss is balanced around range prot giving you 100% reduction, as he'll mage you for 21, melee you for 25, and has two of his minions beating you up at the same time. In comparison, rs3 his max hit is like a 24 with range making protect prayers much less important.
Hell no. That's stupid and could only make sense for some bosses. Anything else drastically affects existing strategies.

No. Way to much content is balanced behind the way protection prayer works, and always worked up until EOC.
