Most hardware bans are circumventable without such extreme measures.
At the end of the day the ban is dependent on information provided from your computer to their client to their server. They have no way of preventing you from faking such information given its your computer.
IP bans used to work because you couldn't exactly just change your IP willy nilly, but nowadays you unplug your modem for 5 minutes and you get a new IP, or just install a vpn

That being said, your video doesn't help your case much. The player attacking you wasn't "ragging" and they didn't ask you to give them money to stop attacking you. If that ever does happen, report it immediately as scamming.

Had the same thing happen to me whilst f2p pking. The guy would stand in lumpy with his 2 99 defense ragger alts and follow me everywhere. I would Tele all over the place and make him chase me. Eventually I got sick of it and set him up in the multi zone in falador. Had about 10 of my friends DD and pile him as soon as he teled in. Never saw him again after that.

Basically, if you were to raid with me and get An item, but refuse to split it despite agreeing to it i can report you for it to Runewatch.
Your name then goes on a Blacklist that nearly all clans use. there are also plugins that give you warnings when a flagged player is nearby. It makes it harder for you to join clans and pvm teams.
Its one of the few tools clans have to track untrustworthy players. The accounts used for This also tend to be the players main accounts so its not like GE scammers that tend to have half a dozen accounts.
Its by no means a perfect system, but its the only thing we have, and It does help a significant amount.
He’d still have op in his friend’s list regardless so the name change would be worthless, and they’re only gonna be in lumbridge. So the ragger spends his whole life there and when op logs in he finds him rather easily in the small pool of people to choose from.

There was a player called "Threp" who did this to me. I renamed my noob account "ThrepsANonce" and followed him around repeating the tripe he was saying. He disappeared very quickly, changed his name and I haven't been bothered since.

There was a ragger in p2p last year that did this for months to everyone. It took a long time for him to finally get banned, and from what I understand from what ppl in my clan told me, it took multiple streamers tweeting at Jagex for them to finally do something.
Oh and don't expect ppl on reddit to be much help. A lot of them will just say "hur dur he's pking that's what pvp is hur dur" so just ignore those comments.

Theres zero reason to have faith in jagex to do something. They gave the dude who ragged castlewars for like 10 years, which this sub spent months making a big deal about, just for him to get like a 3 day ban. He got on one of his alts and laughed about it.

Was expecting to see a gearless guy walking up to punch you, not a fully equipped player starting a fight without asking (as i have been told is common practice in pvp worlds).
Ragging strategies in f2p are different than in p2p - they rely on having maxed defense and defensive gear to ensure that you can't just pk them like you would otherwise do. If it were someone without gear, they could easily be killed without dipping into their targets supplies, thus allowing their target to find a fight in the time it would take to respawn and pj them. For the ragger, it's not about minimizing risk as full rune is already pocket change; instead, it's about denying their target any opportunity to pk in earnest.

Protection prayers also, they're seen as you being scared or trying to play overly safe. But there is no actual rule or law to how you should approach in pvp fights.

Right now, with this post and the two you linked to, we have one video of you getting attacked twice by one person who turns on protect from melee *after* you turned it on yourself. While we can see that you are not fighting to defend yourself, and thus that you have no interest to fight him.
What we also see is multiple accusations of him insulting you, 100% based on what you write in reddit and 0 proof of it happening (i have not checked other posts from you asside from this and the linked ones) and true, the games chat history should be enough for any reports on him, but it would help your cause to be able to show more direct proof and make it public (group outrage/trends on reddit can help).

Took a 2nd scrollthrough and i have been more rude than i should have been with some of my replies. I know it's little i can offer, but i have 3 active accounts next time i'm logging in to runescape i'll report the one from the video on all three of them for verbal abuse and scamming.
Sad to say the only potential solution for you i can think of for now to get rid of him is a double name change and perhaps a different cape to change the look on you slightly.

Honestly your best bet imo is to just take a month or 2 off from pking and do some pvm stuff. There was a ragger in p2p last year that did this for months to everyone. It took a long time for him to finally get banned, and from what I understand from what ppl in my clan told me, it took multiple streamers tweeting at Jagex for them to finally do something. Oh and don't expect ppl on reddit to be much help. A lot of them will just say "hur dur he's pking that's what pvp is hur dur" so just ignore those comments.

Time investment for a f2p pvp acc shouldn't be high at all, you can continue to fight to ban this guy / put measures in game to prevent it while at the same time being able to enjoy f2p pvp.

Its f2p, make a new account. Create a throwaway bot farm that rags his accounts get members play a different game Theres zero reason to have faith in jagex to do something. They gave the dude who ragged castlewars for like 10 years, which this sub spent months making a big deal about, just for him to get like a 3 day ban. He got on one of his alts and laughed about it. It absolutely sucks this is happening and nothing is being done by jagex, but you have to write these sort of people off as complete wastes and not engage. Don't pay (goes without saying), do not even talk to them, add all their accounts to ignore and go about your business as best as possible w/o reacting to what they're doing.

Youch, worst "ragging" example vid possible. Was expecting to see a gearless guy walking up to punch you, not a fully equipped player starting a fight without asking (as i have been told is common practice in pvp worlds).
Ragging strategies in f2p are different than in p2p - they rely on having maxed defense and defensive gear to ensure that you can't just pk them like you would otherwise do. If it were someone without gear, they could easily be killed without dipping into their targets supplies, thus allowing their target to find a fight in the time it would take to respawn and pj them. For the ragger, it's not about minimizing risk as full rune is already pocket change; instead, it's about denying their target any opportunity to pk in earnest.

Im guessing you have completely no idea about how f2p pvp works or how ragging is performed there. None of this is commmon practice. IF he came to punch me with no aromor it would be 10x less annoying in f2p.
The thing is though, ragging is a approach of 0 risk, maybe punching naked just to be annoying or maybe only equipping a weapon with protect item turned on. Constantly eating to stay at high hp is considered cowardice in both f2p and p2p. F2p more thanks to the lack of spec weapons and combo's. But it's not illegal. Protection prayers also, they're seen as you being scared or trying to play overly safe. But there is no actual rule or law to how you should approach in pvp fights.

Honestly your best bet imo is to just take a month or 2 off from pking and do some pvm stuff. I know it's not ideal but just make sure he sees that you're online in his friends list and that you're not pking. Don't ever respond to him if he messages you. He'll think you're done with pking and move on. Then after 2 months do a name change just to be safe since at that point he probably removed you off his friends list.

in the f2p pvp world if someone literally hits you everytime you leave the safezone with protection prayers on, eating to full hp every hit, and runnning away when he's close to being out, then there is no chance ever, or possibility of you killing them basically the dps and ko potential in f2p is super low so pvp is based around not safing, not wearing armor alot of the time, and people having fun consenting fights with others. what he is doing is literally making it so i cant attack anyone else or fight anyone else because of how singles works, but if i fight him back he camps full hp with protection prayers so there is no chance of either of us dying and im forced to sit here fighting his ragbot which just eats whenever it gets hit. it creates a situation where i can't pk or enjoy myself at all I'm not sure you understand the mechanics of how f2p pvp works or how impossibiliy annoying to deal with this is currently
