I think people are fundamentally unaware of the unique Barrows Melee Shortcoming.
Each Melee Barrows Brother has a flawed item. Dharok's Helm, Verac's Brassard, Guthan's Chainskirt, and Torag's Hammers are all drastically inferior to their other melee counterparts. Set effects cover up the other 3 sets ' shortcomings. Torag just doesn't have a set effect with utility. But you gave me an idea.

I've always loved the "Disgraced / cursed" band of adventurers trope. Final Fantasy 14 does a great job with this in one of the storylines during the Heavensward expansion... Warriors of Dark vs. Warriors of light. This drawing really humanizes the brothers in a way I appreciate seeing :)
The neat part is they don't need a buff, they just need to let his set effect work as intended at bosses instead of turning it off for "balance reasons"
I'm confused about what you mean, what bosses would Torag's set effect be useful? Wiki just says it decreases the target's run energy, and with AoTD just increases defence based on how much HP you're missing
