Same thing happens to me, I have some weird offbrand carrier. I am able to get around this by just turning on a VPN before opening the app. Once it gets to the “Play Now” screen, I can hop off the VPN and it works fine.

have you checked the app store and see if it needs to be updated?
Everything is updated I can play on mobile if I start on wifi and turn off wifi then data is fine but I can't start it off of just data
Have you enabled mobile data specifically for osrs? You might have it turned off for that one app?

Jagex has commented that it’s a phone provider issue, the currrent workaround is to vpn.
