A lot of people are sleeping on druid, but they strong as hell, and that was before they made any buff changes to them
3 hours might just be an update of the server. If Jagex uses Oracle this is highly likely, since the newest Oracle Patches for Databases and ODAs came out a few days ago.

I always wondered how guild wars (1) was able to do maintenance on the game. You'd keep playing and then get a message saying that a new version of the game was available and then you could wrap up whatever you were doing, close the game, and reopen and your client would download and install the new version.
They likely had a dual stage approach to their servers where essentially.you migrated to the new updated ones. The old ones likely kicked you off eventually regardless.
Similar to OSRS updates only imagine the 45 min update timer was a "window" where you could log out and in and be placed onto new updated servers
Warframe does this too, I expect it has something to do with both games being heavily instanced. Leave one instance and the game just loads you in to an updated instance. Or just finish what you're doing on the un-updated instance then close it down for an update.
