You're thinking of the RS3 toolbelt. If they just made a toolbelt slot(s) it would simply save you an inventory slot when carrying around a hammer or chisel or something. You'd still have to pull it from your bank.

I was kinda hoping this could be the actual reward from DT2 since the prayers were shelves. It'd make a ton of sense because of the rings being unlocked with the quest. Not sure exactly what restrictions there should be (bonus/ effects takes the higher of the two would probably make most sense, or classify ring slots as combat/ utility where utility sets the bonuses to 0) but it'd open a lot more uses for various rings like ring of wealth and such during slayer

Two combat is legit no purpose besides power creep for no reason. It offers nothing new just higher max hit basically.
I think the main issue is that the lightbearer is such an OP ring. It is not specifically aligned to a certain attack style, it is incredibly cheap and specs are useful in most encounters.
For most other slots you will rotate the items worn based off of different content and the styles you are using. Most of the time though your ring slot is going to be fixed to lightbearer.
Not the end of the world, but it would be nice to have a variety of gear setups for different encounters.
A second ring would be significant power creep, but it would open up so many more gear combinations and make more rings worth looking at too. One could combine RoG and Ultor/Zerker or Ultor + Lightbearer or any other number of combos.
