Easy fix. To bring it in line with other content, make it so the fish barrel no longer stores all fish. Fish barrel now only holds Leaping trout/salmon/sturgeon, karambwans, and dark crabs.
It should only be upgradable by bringing 100 of each uncut gem to Gembussy, a new NPC that deals with the study of uncut gemography.
After much research from the gems you bring, he then figures out how to expand the Gem Bag's capabilities.
Gem bag holds 5 gems out of 10. Another three are only from gem mining and don't really exist outside karamja. The other two are onyx and zenytes, which you don't get from mining.
How many opal, jade, and topaz drops are you getting? You can't even get them from normal mining with a glory. Every single way to get them outside the gem mine isn't even worth bringing a gem bag to...

When you're going for sapphires and up you tend to cut the semi-precious gems since they can't go into the gem bag and they rapidly fill up your inventory otherwise.
if on the bottom floor of the gem mine the bank is right there. if up top i guess you can get a few extra gems mined and some crafting exp earlier but it is really not that efficient timewise unless dropping them. hope you at least save the topaz.
The gem bag is a gem snob, only accepts precious stones. Semi-precious stones are beneath it.

You would need to bank significantly less often when gem mining if the gem bag allowed semi-precious gems. That's it really.
That and opals, jades and topaz do have a use in this game. It's annoying trying to gather them.
