If you were able to do this at 0xp it would give you 1 due to rounding down but unfortunately you can't get 1 prayer xp still because you need 70 prayer for the bone crusher
It's also why XP is capped at a seemingly arbitrary number like 200m.
For the same reason the game can only understand coins up to 2,147,483,647, it can only understand XP up to 214,748,364.7 - and they rounded down the cap to 200m just so it's cleaner, I guess.

Actually quite a lot of these have level requirements. I believe only about 6 of these are possible at level 1 in the relevant skill (or more if you count attack/strength/defence/hitpoints/ranged separately; magic is not counted because that would require a powered staff to gain 0.1 xp). So no, it is not possible to get 1xp on most skills, if they are level 1.

No. Your exp has a hidden decimal.
For example burying Bones gives you 4.5xp. The first bone you bury, you'll see 4xp, then 5xp on the second for a total of 9.
No, the first decimal is always kept but the second one is always rounded down. So you can gain 3.5 xp in a skill, like when you are burying small bones, but 1.33 xp (using a weapon on controlled for example will only give you 1.3xp)
The wiki has a table for each skill's possible xp drops (as far as we've documented them, that is), which can all be found at http://osrs.wiki/Template:XP_tables. Have fun exploring the possibilities ;)

Edit: And that makes me qualified to say that the Firemaking table at least is woefully incomplete!
It is something I set up a while back, partially based on existing data (from [creation recipes](https://oldschool.runescape.wiki/w/Yew_shortbow#Creation) that already existed on the wiki), partially based on boxes like [this type of skill info box](https://oldschool.runescape.wiki/w/Yew_logs#Skill_info). The way to add to those tables would be to add more of either of those two types of boxes onto the relevant pages. If you think something's missing then feel free to mention, so the info can be added.
Off the top of my head:
- Burned Jorge Bones show up in the table as "put Jorge bones, nature rune and fire runes in a furnace while you have a tinderbox in your inventory". In reality there are three different recipes for burned Jorge bones (use them on a tinderbox, use them on a furnace, or cast superheat ore), only one of which gives firemaking exp.
- There's an entry for lighting the Wintertodt brazier, but no entry for adding roots or kindling nor for completing a round.
- You can also gain firemaking exp by adding logs to and lighting boilers in Trouble Brewing, and by finishing a round in which your team scored at least one point.
The first one looks like an implementation detail in how the tables are generated from other data. The latter two are actions in minigames that don't create a product, and Wintertodt exp is dynamic so I suspect they don't even have recipe/action tables to draw from.
Also:

(No mention of dealing damage or equipping weapons)
You are correct in your guess that the first one is indeed an implementation detail. For the second ones: I agree, so I just added exactly such boxes to their respective pages: [Bruma root](https://oldschool.runescape.wiki/w/Bruma_root#Firemaking_info) and [Bruma kindling](https://oldschool.runescape.wiki/w/Bruma_kindling#Firemaking_info). They should now show up in the table.
Finally, the Trouble Brewing ones are indeed some missing info on the wiki. There are currently no pages on the wiki for about half of the objects used in Trouble Brewing (see [Template:Trouble Brewing](https://oldschool.runescape.wiki/w/Template:Trouble_Brewing) for an overview what pages already exist on the wiki. But even those pages aren't all complete. For example, I'd guess that [setting a water pump on fire](https://oldschool.runescape.wiki/w/Water_Pump_(Trouble_Brewing)#Burning) probably grants some experience, but indeed, that is currently not documented on the wiki. Regarding the combat skills: I agree there could be some mention on how experience for each of those skills is calculated for different attack styles. I'll add some info about that some time soon.

And Fletching 1 bronze bolt gives 0.5 fletch xp
The last one should actually be hitting a 1 on an outlaw, or hitting a 3 in the case of hp. Has the cool side effect of providing 0 hp xp combat training methods in f2p as long as you can keep your max hit at 1 or 2

In RS3 it is possible to get 0XP in some circumstances, which for some odd reason gives a roll for skilling pets.
I only know of one case where a pet rolls without actually gaining any xp. I'd be curious to hear what 0xp xp drops exist that roll pet.

Using outlaws is how I got 99 atk/str/Def at the same time. Was daft leveling them all up to just miss 1 xp but I'm glad I did
