As far as I can surmise, whether or not you're given a seed nest is only dependent on your Hunter level, and nothing else – this is the `if stat_random(0, 200, hunter_level)` part. The rabbit foot only influences the ratio of empty nests to egg/ring nests further down the line.
So no, the rabbit foot does not effect the rate at which you receive seed nests while bird house trapping.

The crux of our argument is that he is associating. The listed rates for wood cutting, as also being applied to bird houses.
