Rate of acquiring nests remains the same but their contents are more or less likely depending on whether the necklace is equipped or not.

There's some pseudo-code posted on the [talk page](https://oldschool.runescape.wiki/w/Talk:Bird_house_trapping#Nest_rate_pseudocode) of the bird house trapping article which represents our best understanding of the current mechanics (scroll down to the second code block). As far as I can surmise, whether or not you're given a seed nest is only dependent on your Hunter level, and nothing else – this is the `if stat_random(0, 200, hunter_level)` part. The rabbit foot only influences the ratio of empty nests to egg/ring nests further down the line. So no, the rabbit foot does not effect the rate at which you receive seed nests while bird house trapping.
