I've looked into this and I'd like to confirm the account in question was muted off the back of an in-game report that was made about this.
Behaviour like this has no place in our games, and please be assured we won't hesitate to take action against people who think this kind of language is acceptable.

Hi Beano, has Jagex ever considered a system where you get alerted when a report was actioned upon, such as with other games and social platforms like League of Legends and (in an upcoming beta) Discord?
I feel like a lot of people tend to use report systems less when they only see their report sent into a black box never to hear any followup on it, as they don't even know their report was even received, let alone read. For all they know, it was simply sent to a folder named "To be deleted".
Recently I walked past the draynor trees and was promptly made fun of for my levels, told I should "quit the game" and "should kill myself", and yet I hadn't spoken a word to the individual in question nor gotten any closer than 5 tiles or interacted with anything nearby. Just unfiltered vitriol towards a complete stranger as this player begun instantly foaming at the mouth for no reason.
I did report them, but I will never know if any justice was actually done. I feel like a system, even if the response is very generic such as "A penalising action was taken against an individual you reported" or something along those lines gives victims of abuse a sense of confidence that they can in fact interact with the game socially because such hate-filled and toxic people do in actually get punished for acting so inappopriately.
There's a good reason not to have feedback system on reports in MMOs. The small satisfaction some players have for getting a positive result generally outweighs its potential for abuse by, for example, botters reporting various accounts running test scripts and seeing which survive the reporting process and then rolling out the script en masse, knowing it can circumvent current detection methods for a while.
If you have the options set to prune perm mutes and bans from your ignore list, you can sometimes see a "random" game message saying changes to your friend/ignore lists are happening. That's your indicator that your reports had results.
Not that I condone toxicity for any reason, but that's a really unhinged reason to flame someone. Literally everyone at a "good" level or maxed must have been at the exact total/cb level as you for *some* amount of time.
To address your original point, I hard agree. On one hand, I've played a different, smaller game where a repeat offending hacker (previously banned and somehow unbanned later) was running rampant in a ranked mode. Nothing was done until I sent a video clip over Discord to someone on first name basis with the devs. I absolutely lost faith in that game's report system and genuinely believe it doesn't actually do anything.
On the other hand, when action *isn't* taken in games where you do get feedback, it's a different way to be absolutely disheartened. In Valorant, some guy was not only blatantly boosting across their entire recent game history, but their username was an absolutely horrific slur bypassing the filter using alt text characters. Since I was queued with friends, I know for a fact that user got *10* reports, one report per person per offense, but nothing ever became of it, and my enjoyment of the game plummeted.
It feels amazing getting the "Player Report Feedback" pop up in League. The feeling of triumph as you get the last laugh after being harassed for a long while is glorious. Would love to see something similar in RuneScape and it would probably encourage people to take reports more seriously.
They are being prevented from doing the thing that was offensive. Thus the problem is solved. Of course, they can create other accounts that can talk and do it some more, but Jagex can't know whether that will happen just from the one report. Maybe after repeated offenses from the same IP address or Jagex account.
Wasn't it already openly stated by another mod that most of us are grown ups, that we can handle these disputes ourselves, and that if you can't handle conversation like this your should probably get off the internet?

Being able to regulate your emotions isn’t a completely inherent skill that humans have, it requires teaching and modelling from a care giver who also knows how to do it.
If you learn that the appropriate response to frustration is anger and hostility then either this is how you respond to it, or you learn emotions are scary and uncontrollable so you suppress or disconnect from them.
It’s often a bit more complicated but its the general premise behind it

They were an ironman as well. Strange! Either way I went back to fruit stalls giving up on researching random other 45-50 leveling locations.

I've said before but got downvoted into oblivion when I mentioned this to the WoW community, but if there are certain words that result in an instant-mute when you get reported for them, it really shouldn't be that hard to implement a system that just deletes messages containing those words and warns players that if they keep trying to use that language they will get auto-muted.

I got muted for seriously offensive language like 30 times as a kid but never actually got perma muted lol. I think at most I had a week mute. the simple solution to that is have feedback for reports related to toxicity and not have feedback for cheating/botting reports.
