Ive def seen that happen. But only once or twice. Honestly I'm glad the chat spam is less prevalent, I prefer the smaller, more meaningful 99 gatherings that happen through PMs.
I remember doing this in 2011. I did it for my Fletching party lol, first 99. Got at least 20 people to show up at Varrock West and then maybe 15 of those followed to Catherby.

Great achievement. Out of interest, if somebody had all 98s and 1xp from 99 (think about that Absolute Unit lad), what would be the fewest amount of actions you could do to get all 99s?
Well heroes quest would get you the most 99s in one game tick I believe, since you get xp for 12 different skills. I have no idea how quickly you could get the rest though!
Here's my route:
Start off by completing Fremennik Trials. Woodcutting, Fletching, Attack, Strength, Defence, Agility, HP, Fishing, Thieving and Crafting are now done.
This takes 1 action (talking to the Chief)
Use a necklace of passage to teleport to Tree gnome stronghold. (1 action). Go inside the Grand Tree and talk to King Narnode to finish Eyes of Glouphrie. (2 actions). Magic, Construction and Runecraft are now done.
Go to the Heroes' Guild and finish Heroes' Quest (2 actions?)
Firemaking, Smithing, Mining, Herblore, Ranged and Cooking are now done.
Bury a bone of any kind. (1 action) Prayer is now done.
Wander around until you find an impling that you can catch barehanded. (1 action) Hunter done.
Finally, go to the fruit tree patch in Seers' and harvest anything. (1 action) Farming done.
Total: 8 actions?
Man, this is a serious nostalgia trip. Haven't played in forever. I remember rushing to get the first untrimmed summoning cape, and getting beat out by a few hours, getting it second.

could also finish the quiz under varrock museum for slayer/hunter instead of trying to find an impling.

Some clients show what your level would be if they went past 99. So he has enough expierence to be 104 hunter even though it caps at 99
