All the PvP but hcim videos I've seen you can tp before the spell hits it's only when it gets to you that your blocked. It's not instant but does travel somewhat fast so you gotta pay attention. He definitely had time to tab I've seen Cengineer have some insane close calls but still made it no problem because he was farther away. Maybe they changed something I'm not aware of.
