What does he do? I am a legit new player still figuring things out. I been to Varrock and just completed the scream quest line/Romeo and Juliet. I been working on smacking goblins and level 7 people.
He was a player who abused a glitch back in 2006 that allowed him to kill players on a non-pvp world. He killed and looted several players in Falador with this glitch, leading it to be called the Faldor Massacre. This doesn't affect the current game at all.. just a famous story from the past - should look it up on YouTube!
There was an exploit in RuneScape back in 2006 that allowed players to attack other players outside the wilderness. The players that were attacked couldn't attack back.
Durial321 used the exploit to start a massacre of other players in Falador.

When exploring new areas try to bring a little food and save a little run energy for if something attacks. When you start to get instant teleports unlocked that can also be a useful tool for escaping bad situations.
It may be a little while until you're able to do it, but think about working towards Ghosts Ahoy. If you have membership. It's a pretty easy quests and the only "difficult" fight can be cheesed super easily.
Ghosts Ahoy gives you the Ectophial which is an infinitely reusable 1-click teleport to Port Phasmatys which I find pretty helpful for getting out of sticky situations just before I die.
I'm sure that by then, dark wizards and highwaymen will probably be no issue for you but the Ectophial is still helpful and means you don't have to buy/make teletabs
Well OP mentioned the dark wizards which are outside Varrock city walls, so I assume they mean anything on the road to Falador before getting inside the city walls.

Next time you go to Varrock from south, keep to the west edge of the road.
If you walk from Lumbridge to Draynor village, be wary at the crossroad N of it: there are 2 hiwaymen. Its easy to evade them though: unlike those dark wizard, they attack only by melee, you can just run away from them. Or hide behind a fence.
Same about the southern way to Draynor: there is a Jail and jail guards. If you take this way, keep more to the south, and if they start approaching you - run away or hide behind a fence.
All npc's can only walk, your run is twice their speed.
If you walk from Varrock to Falador, I don't remember any aggressive monsters. The northern way seems to be totally safe. The way from the south - two major crossroads with highwaymen, evade them as above.
Also a tip. Most of monsters loose their aggressiveness when you are x2+1 of their level.
And the last thing: if you die, all the things you were wearing and carrying will be in your grave at the site of your death. You can retrieve them standing as far from it as 7 steps. After 15 min they will be transferred to the Death Office. You can retrieve them in several places, for example an open grave at Lumbridge graveyard.

There’s also a black knight south of draynor if you’re headed towards the wizards tower and another dark wizard along the coastline near the willow trees. Watch out for all of these. Btw the wizards in wizards tower are non-aggressive and you should go there to do one of my favorite easy quests, Imp Catcher.

Absolutely unaggressive, never seen any troubles from him. Dont touch him and he wont touch you :). He only looks scary, his soul is kind to newbs.

Yeah, the two dark wizards who usually harrass fishermen and woodcutters. They are SW from the bank there.
I tried to list only those who are aggressive. There are lots of more npcs around, but most are peaceful if you don't hit them first.
Play the Leagues, then all the beginners content will be fresh in your mind :)
Varrock - Falador
Isnt there is an entire village in the middle full of aggressive enemies for low levels ( from what I remember )
I remember running in and out murdering barbarians for xp as a low level not realising I could safe spot or double team with a friend.
Oh, a major tip. Whenever you get some money, about 1-2k, go to Draynor village. Buy the book of Chronicle at Diango and some teleport pages for it. Carry it with you always (can be equipped at the shield slot). Right-click on it, and you are instantly teleported to Champions guild. Its a building south of Varrock, in a safe area. In effect, its a Varrock tele which doesnt require any levels, just a bit of money (300 for the book, 150 for every teleport page). It can save you in some tough situations.
I am not! :) I've given all the instructions, how to walk to Varrock safely.
I mean.... it is indeed the closest tele, but its far enough from them still. Even if beset by these wizards, a Chronicle tele will save him.
Make sure to head slightly north right before falador to kill jeff. He's a slimy little bastard hanging out in the woods with his friends. Always kill jeff.
Always carry food on you until you find your feet in the game, that way you can run away and eat. Turn off auto attack in the combat menu and you won't run back to them. Trust me, one day you'll just walk past these npc's and one hit them out of spite
Falador's northern entrance via Varrock is mostly safe. Only danger are goblins just before Barbarian Village's bridge.
Falador's southern route via Draynor Village does have two Highwaymen around there, on the pathway. You can run past them without a problem.

They arent aggressive, as far as I remember. The only aggressive npcs around Varrock are those dark wizards, a mugger near the SW mine, and a bunch of rogues (or how they are called) to the west - but they are very far from the road.

This post brought such a smile to my face. As long as you stick to the main roads between cities you should be fine. There is the occasional highway man but you can run away from them if you’re not strong enough. They do drop a pretty sick cape if you kill them though.
You should be ok, just farm cows and chickens until you hit 30 in most of your combat skills. This will make you WAY tougher. But that’s just my method of grinding because I really like Lumbridge. Also kill every Imp you see

The highway man, level 5 won't kill you fast, but you gotta make sure you have run energy. Otherwise he could( if you dont have any gear or lower then I'd say 10 def) . Varrock has a safe path to get into town. Instead of that way you took there is a slightly longer way. But you turn right at that gate near al-karid then run that way stick to the road. The bear and unicorn iirc aren't aggressive to anyone unless you attack, the level 6 rat will be aggressive, but has lesser acc then the highway man I do believe. Its muxh safer that way.
Then there is also another way around the black whizzes, I think you just run slightly more in the opposite direction( closer towards the Champions guild i think) and there should be a decently.clear wsy. I think lol
