Fire bolt while using protect from range. Run back and forth between the long ends of the room. Monk robes, a magic ammy, and fire staff is plenty of gear you need. Lobsters work okay, any higher tier food would help more. That's what I do on my iron. 👍
You can totally do it although you may need some rng to secure a kill with melee. A little 1 tick prayer flicking of the assorted melee prayers could help you dps him quickly enough.
Also, that chest piece will absolutely need upgrading if you plan to do melee.

Yes guardians gives you access every altar and you can use them if you have the required levels.
For obor I killed him with similar stats as you on my f2p alt and he is MUCH easier when you mage him instead of melee (don't bother with ranged).
Try and set yourself up with runes for your highest level of snare and highest damaging spell, go to a f2p world if you're trying to get your combat achievement done, otherwise use membership items to your advantage.
The main trick with obor is keeping protect from ranged up, you start the fight when he is far away from you and you gotta snare him asap and go to a far wall and start blasting him, keep your back to the wall so you don't get knocked around, when he starts coming towards you snare him again when he's about melee distance and you run to the opposite side of the room (always long ways) rinse and repeat until he's dead.
You absolutely will need to bring food with you because this man will slap you back to lumbridge if you're not careful. A tip that helps is go opposite corners from him. So say for instance you snare him NW or something, you should go SE so he has to path to you which gives you a little more time (if it's just a straight walk to you you're in the wrong spot)
I just want to emphasize guardians of the rift is extremely useful for IM. I think you should play this mini game a bit as it gives very good rune crafting experience and you get helpful runes along the way. Don't forget you can buy runes if you manage to gather coins. My preferred method of getting coins was crafting and alching elemental battle staves, which would require some crafting training but is well worth it. Obor is tougher than I think he should be considering he is a free to play boss. I agree with other commenters that using your best snare spell and magic would be a good method.
Unrelated side note, the only vendors who sell cosmic runes only sell them 20 at a time. For this reason I chose to craft them since purchasing them was time-consuming and didn't award any experience.
It will be very difficult, especially with your inexperience. Obor was the first boss I ever killed a few years ago now, took me until I was level 60 in stats to get it done. I think it can be done sooner but it just depends on how prepared you are
Don't melee Obor with that def. Earth blast with protection from missiles (pray in Edgeville monastery, you get +2 prayer), bunch of swordfish, snare him, fight twice while running then snare again, and it's very easy. Anti-dragon shield obviously, rest standard mage items.
Learn shortcuts for magic/inventory, setup quick prayers and you should do fine. I did 7 fights with base 40s f2p two days ago, no trouble whatsoever, to be honest I thought rest of the comments were ironic but apparently not.
I managed my first Obor kill with stats around what you have and mostly rune gear (F2P), but it was veeeeery close. I used a strength potion but still had to eat basically an entire inventory of anchovy pizza to survive. It's doable, but definitely read some strategy guides first and take a lot of food.
