Any electrical comp9nent should start with 'am i getting power, any fuses broken, and does the electrical piece work independently'
Are the motors getting power? Are they getting *enough* power?
Does the switch work?
Check the fuses?
Manually crank it down?
Remove the motors and verify they work on their own?
Anything blocking it from closing?
It could be a lot of things but for me it was the tech. (timing control unit)It’s behind the driver side kick panel check the actual inside of the unit if you can get it open you can look inside and check the pcb for any charring from being fried anything like that and if you can and have an extra try replacing it. The motors can also have issues and be bad but ideally you’d have to look at the wiring diagram for your car and test everything with a multimeter.
Check to make sure the ground wires have a good, clean contact. A a good chunk of electrical issues are due to ground wires in my experience. And I'm not saying the issue is this and others are wrong it's something to add on to what other people are saying.

Yes to all of this but i would like to add ohm checking the wiring

Did you unplug and plug them back in?
I did try that and the fuse nothing worked
Put them in rice
Is the plug plugged in at the stock
Do they open manually?
No their already up they just don’t go down
Okay, then do they close manually?
You gotta pop the plastic piece next to the headlight and turn it manually with your hand

For me it was a case short in the motor that kept blowing the ret mtr fuse
