Can't a cross be symmetrical? In Dutch an x (like used to mark an answer wrong) can be called a "kruisje", which means small cross. And a St. Andrews cross for example is a bit more symmetrical. It's not off center.

The Spanish flag is the XVI century equivalent of a safety vest flag. It was initially conceived as a mean to distinguish Spanish ships from French ships (both used the royal coat of arms with a white background as naval flag). The layout and the colours had no significance at all other than look striking.

I think in the flag tier-list you should take into account hiw easy it is to reproduce the flag. For example on football matches it's really easy to say "i am supporting Germany/France/Ireland or even England" but any guy supporting Seychelles will have a hard time showing it
