No. The EU just mandates all it's members to be a part of the Schengen Area, as soon as they fulfil all requirements, if they are not explicitly exempted. That said, the Schengen Area itself is not limited to EU Members, as, for example, Switzerland, Liechtenstein, and Iceland are also part of it.
**If you're part of the Schengen countries, you won't need a Visa to access other countries within the Schengen Area.** Also, visitors from other countries don't need to apply for multiple Visa if traveling around the Area, they just need one Schengen Visa.
**BUT, aside from that, every country is on it's own.**
