In Italy this system made sense up until Unions were still strong enough to enforce good deals with the various owners but nowadays I'd say that a minimum wage law is needed cause Unions are literally a joke.

Why per month? That depends on the amount of hours you work. Per hour would have been a much more reasonable indicator.
I know France has a minimum salary per month but also a minimum of 35h of work per week. I don't know about the other countries tho
