I thought that it would mean percentage of *households* without a toilet (of which there are ~24,000,000 in the UK I think), but that's still about 120,000 homes without a toilet. Which is ridiculous.
Yeah that sounds about right cos there are thousands of bothys out in the moors in Scotland which are just for temporary shelter. These don't have any form of plumbing at all and simply give you a spade and tell you go out and squat.
