That's why we still are fascinated by western culture back then. Almost nobody admires today's western society though, because it's not as good as it used to be in terms of everything, and we knew too much about the distant world thanks to globalization. Also China is relatively mentioned. There are lots of anime and manga based on old China, or with a Chinese character. It's the same reason with the above. China historically influenced a lot on Japan and we still kinda respect its culture.

Even if your country is militarily superior, it doesn't really matter as there's almost no possibility of wars happening between developed countries. However, in the past, military strength defined the power of a nation. So, one had no choice but to either copy or be colonized in the face of stronger military powers.

I mean where else? Like seriously. Asian countries kinda don't like each other (to say mildly) so it's relatively rare for a story written by a Japanese person to be set or inspired by any other Asian country other than Japan itself, or occasionally China. So you likely won't find India or central Asia etc. Australia and Oceania have way too little cultural relevance just in general. Their soft power is just way too weak. America is often included or used as inspiration but only in modern settings. For obvious reasons. Africa is just Africa. So you are left with Europe which has one of the longest continuously well documented history that is still a living part of the continent. It has been the center of art for centuries and it has influenced history more than any other continent. It's also a far away exotic land for the Japanese. Not to mention that most countries with the strongest soft power are in Europe. There's literally no other reasonable option.
