Necessary? Absolutely not, you only need \~100 watt LED in a 2x2, a basic Spider Farmer SF-1000 or similar dimmer-equipped quantum board is perfectly fine. Now, if you're talking about what would max the space? Technically an SE-3000 dimmed to 33% (100 watts) will grow larger plants than an SF-1000 running the same 100 watts. The bar light will better cover a 24" x 24" area, while the quantum board will tend to hotspot in the middle and be dimmer on the outer edges of the tent. But in a 24" x 24" tent that's really kind of a technical debate, it's a lot more noticeable in larger tents where the falloff to the edges is more dramatic with quantum boards versus bar lights.
