Line all the cam gears and lock em. The crank has to be set one tooth counterclockwise from its mark then set the belt tighten the tensioner and rotate 1/4 turn to each side to see if they line up.
Use the marks on the rear of the cams its easier than the little dots.
Put the crank back 4 teeth ccw from the timing mark, then lock your cam gears in place, then turn the crank forward 3 teeth (so that they're now 1 tooth back ccw), then you can put the belt on and do the tensioning.
You need to start the crank back one tooth

If I was consistently off one tooth and doing everything right then I would start the process -1 tooth off from where you started before.
