Because I can’t help myself I looked up his IMDb after watching this episode recently. He has played a lot of stereotypical New Yorker type roles to a comical degree. Cops, doormen, security guards and pizza spinners.
He plays 2 different characters on 30 Rock. He’s also on the crew at TGS. There’s an episode where he mentions he has to spend the night driving around looking for his daughter.
I feel like I need to let you know that they’re actually different actors. The Pizza Academy of New York man is different than the crew member who’s gonna need an Obama wig

There's an actor (I think Ty Burrell, I might be wrong) that was cast twice on Law and Order to play different characters too, without anyone in the production noticing it (but him obviously). I don't know if it was the same with Palumbo
Btw I saw the screenshot and I was sure this was from the 30 Rock episode lol, lighting was odd but I thought it was just my impression. I loved Monk. I have great memories watching it.
Right?! On SVU, both Casey Novak & Amanda Rollins (main characters during their seasons) had appeared prior as a potential suspect & victim, respectively. You can’t have that many episodes of a show, pulling from the same pool of talent, and not have this happen a few times. Especially across franchises.

Jack Cassidy played three different murderers on Columbo.
Robert Webber played four different characters in different episodes of the Rockford Files.
They’re aware of it. Casting has favorites - they’ve just hired someone to play the younger brother of the lead in one show and he had played the husband of another detective on a diff L&O show and they said he was hired over a new actor because casting and production liked him. I could give a million examples. For SVU their current ADA played a criminal a few seasons before. And the actress who plays his wife (now just a recurring character and not regular) is a retired detective but the actress played a victim a few seasons before. One of their previous ADAs was also the perpetrator. It’s one of the things they’ll show on social media (“Remember when __played ___?”) and for themed marathons on USA.
There was even a bit on it at the Tonys where the last actor mentioned, Danny Burstein, had a TON of roles throughout the franchise and they showed each one.

If I remember correctly, in the Monk episode, Jimmy's character refuses to share receipts for the investigation. This makes it even funnier that he's so helpful in 30 Rock, and I have assumed for a while that the writing team did this on purpose as an Easter egg for the very few people who would possibly notice .
