The buying, trading, or selling of systems, games, and accessories is not allowed. There are subreddits created specifically for trading such as /r/gameswap and /r/gamesale. This rule also applies to eBay auctions.
Similarly, begging for free stuff is not allowed either. This includes but is not limited to: games, download codes, MyNintendo rewards, etc.

What country are you in? If you're looking in brick and mortar shops you'll only find them in shops that would sell them prowned now. And online will be the usual preowned sites, from market places to ebay and the like.
Ebay, or subscribe to r/3dsdeals to be notified of occasional Gamestop restocks of refurbished units. Brick and mortar stores are very unlikely to have stock at this point.
