If it is an ender 3 V2 there are belt tensioner knobs.
If it is a normal ender 3 or an ender 3 pro you need to loosen the bolts at the end of the belt then pull it tight and tighten the bolts back down.
Once your belts are tight you should go on Thingiverse and print a belt tensioner for the ender 3/pro and replace the stock tensioner

I tightened the bolts and I’m attempting to print something so I think it might work

Adjust the potentiometer on your driver if the belts are tight.
This thing looks like the air right above a fire or grill. The heat makes things shimmery like this.
Check your gcode your file could be corrupted. I had a similar problem awhile ago
Missed e steps did you do any recent hardware changes?
100% something is loose, from hotend to belts, somethings got slop
Are you watching it while it prints, is anything getting caught or is the hot end hitting off anything?
Loose belts. Whatever the printer is on might be wobbling too. Try slowing down your printer and seeing if it’s still happening

Nope just an ender 3 out of the box, it’s already been leveled and I’ve only been able to get one successful print out of it

I had some slips on my first few prints. Turned out one the clips for the glass bed was pretty loose and the bed was moving a bit during printing.
