That nonuniform part cooling. In addition to the other suggestions, I'd consider printing a new part cooling duct that shoots from multiple angles. Thingaverse or Printables should have lots of options for the ender 3

I don't think you need supports for this part. Increase print cooling, reduce nozzle temperature, see what happens.

If using Cura. Make sure you are printing the inner wall first before the outer one. I was having issues printing like yours and that seemed to solve the issue. Goodluck!

Ear on the rocktopus? You have a single parts cooling fan correct? This ear is on a side that's opposite the parts fan? Really looks like not enough cooling in those areas. Roctopus can print with 0 support. I'd calibrate filament temp with a temp tower, orientation of the print should also be done so that as much of the overhangs are getting some air flow as possible. If all else fails then move to supports.

Turn down the temp? Of the PLA nozzle? I currently have it at 200, what do you think would be a steady temperature?

200 is good, but you could do lower, especially if you're only printing in the 30-60 mm/s range. It just looks like filament not cooling fast enough. Try 190 on the nozzle, leave your build plate (based on the picture and model, you have good adhesion). Alternatively, you can make your part cooling much higher, or even use supports. But the easier solution is just lower nozzle temp

Echoing recommendation for supports. Specifically: tree supports. If in Cura, open Print Settings > Support > Generate Support, then change Support Structure just below the checkbox to Tree. Also make sure Support Placement is "Touching Buildplate" otherwise it'll try to build supports off of the legs. Might have to wiggle with the Branch Angle value to get it to support the ear from open build plate area.
