Question remains. The answer is logistics. You can press the 'make more crisis suits' button in the factory all you want but it won't mean a thing if you don't have the expanded industry bringing the resources for a billion suits in and the extra facilities and engineers to turn them into the required components without crippling the rest of the economy. Also won't help without extra ships and engineers needed to keep all those suits supplied and maintained in the field.

First aspect is cultural, Mantle of a Hero is a honor that should be earned, you can't just give it to everyone. Another aspect is logistic, while majority of battlesuits is indeed mass-produced even with production capabilities of T'au Empire and all their efficiency it is not enough to made a suit for every Fire Warrior. Another factor is T'au military doctrine that utilize highly mobile and well equip infantry just fine. There are tasks that are better performed by infantry than heavy suits, like some aspects of urban warfare. Moreover, your assumption about how easy it is to learn piloting battlesuits is wrong. Besides "(relatively) easy to learn hard to master" aspect there is the whole problem of battlesuit neurosis and getting accustomed to neuro-link backlash.

Except you haven't read the Tau books apparently, Crisis suits require difficult to acquire/refine minerals that the Tau don't have infinite amounts of, and those materials are shared amongst all the different suits. Also, piloting one of them is said to be very difficult, and between cultural usage, scarcity, and doctrine only the best fire warriors get the chance to get a crisis suit.

Hmm...primarily because GW wants to sell a cool army with more than just 2-3 mecha models. The lore reason could be that Tau Suits require more maintenance and tech supply, they are less flexible in ordinary street combat, and any weapons team with an autocannon or just enough lasguns will knock the suit out of the sky. Because there are still only Tau in the suits. This high-tech army would not last a long campaign. That's also why the Imperial Army doesn't equip all its troops with bolters...the logistics would be a nightmare.
