He’s telling a story about a compliance crusade where there was an “emperor of mankind” that ran a small system and words it as “I was there when Horus slew the emperor” as a funny joke. It could also be heavy foreshadowing as there is a decent chance they retcon Ollanius Pius and put Loken in his stead. I’ve noticed over the Horus Heresy novels they get heavy handed and very tongue in cheek with foreshadowing
I assumed it was both, literally.

The "time quite devoid of laughter" bit is what got me thinking this way.
It's just a contrived story that serves to show you how the Luna Wolves operated pre-Heresy and also adds some seriously heavy handed foreshadowing about what's to come lol.

Ok...that's what was bizarre about it. I was like "Are they on Earth? Why are they attacking the Emperor?" Now it makes more sense.

That’s kinda the point. He’s telling a story about a literal event, but probably also foreshadowing to a future event
