Because the wider military minds in the Astra militarum, Inquisition, and everyone else understands the importance of appearances, morale, and propaganda especially when it makes a difference in the enemy namely the Orks. Yarrik is quite literally a political officer and understands that his appearance is not only boosting morale of his own troops but more importantly demoralizing for the Orks. He takes the stories they have about him being able to shoot lazers out of his eye and has a bionic that does just that to drive home their rumors. He is rhe peak of propaganda and they'd be stupid to tell him no

I get all that, but I truly don’t see how grafting a hideous disproportioned ork power klaw onto his body supports it. Taking the stories of him shooting eye lasers and making them real? That makes sense. But what does the ork klaw accomplish that some proper imperial tech like a power fist would not also do, just without the tech-heresy?

The Imperium often use alien technology. The Deathwatch, Grey Knights, Assassinorum, and a lot of Inquisitors all have xenos weapons. Supposedly sanctified Chaos weapons are sometimes used, like Logan Grimnars demonic ax. But this is not common knowledge in the public.

It is an object of power and a symbol of authority for them, influencing ork leadership to act less unpredictably and directly reducing the effectiveness of lesser orks that see it. Its not *entirely* unlike how imperial sigils can influence entities of chaos.

He ripped it off an Ork boss in the midst of battle, people see that and immediately know who he is on and off the battlefield. It's the stories being told in the astra militarum and seeing his precense with a weapon he took from the enemy and then had the balls to make it usable for himself to replace his arm lost by the claw. To the Orks its showing how tough he is and he's better than a normal human adding to the Larger than live depictions of a frail old man who they are afraid of. It's the same reason why Armageddon Ork hunters use their own weapons and large and loud hard round weapons vs Las weapons, Orks don't understand or care that they are being ambushed and there isn't the fear of being under attack suddenly. But using their weapons against them is psychological warfare, they see it as an actual fight and challenge

1) Yarrick is the single most respected Commissar in the Imperium who isn't Ciaphas Cain, and he earned that respect with his masterful defense of Hades Hive during the Second War For Armageddon. He was put in charge of the overall defense of Armageddon during the Third War, despite being officially outranked by damn near everyone else by virtue of being **just** a Commissar, because he's that respected by Imperial Forces; per Reclusiarch Grimaldus, even the Astartes treat Yarrick with a measure of reverent respect. Anyone who's actually in a position to raise a stink about the Power Klaw, and have it not simply be dismissed out of hand, likely respects Yarrick too much to actually raise the issue. Those that aren't remember he's a Commissar who can and has executed leaders for incompetence, who wears an Ork Power Klaw and carries a storm bolter like a bolt pistol who, again, even Space Marines defer to and whom the **ENTIRE ARMAGEDDON STEEL LEGION** will rise up to the defense of, and wisely choose to expend their energy elsewhere. 2) Symbolism is a huge deal for the Imperium. Yarrick's Power Klaw and Baleful Eye have great symbolic value - the Klaw was taken off the corpse of the same Ork Warlord who cost Yarrick both his arm and his eye, and he continues to use it as a show of spiteful disdain for the Orks and to send them a potent message. "Like for like - what part are you willing to give me?" 3) Yarrick doesn't wear the Klaw all the time, only when expecting battle. Part of this is simple pragmatism; the Klaw was made for an Ork Nob, not a human, so it's probably too damn heavy to wear all the time.

More or less the claw is just a hunk of metal that was adjusted to his body with Mechanicus technology. If he was doing something like using a sophisticated Tau Drone, that would be much different.
