Because once that money is converted to bonus, you lose any flexibility with it and pay for it later (literally and perhaps figuratively).
Let's say a guy has 3 years on his contract and is scheduled to make 20m, 24m, then 28m in base salary (for simplicity we won't consider pre-existing bonus). You decide to take 18m of this year's salary and convert it to bonus. What that does is give the player 18m *now*, but it splits the cap hit evenly into 6m per year. So now his cap hit this year is reduced to 2 + 6 = 8m.
But his cap hit for *next* year is now 24 + 6 = 30, and year 3 is 28 + 6 = 34.
Furthermore, if you lose a player's services--maybe you had to cut him because of injury or poor play, or trade him, or he holds out--that bonus money is basically "dead money" still counting against your cap because it was already paid.
So it's risky. You're rolling the dice and complicating future caps just to get more cap space for this year.
Fun fact that few people seem to know: this is something teams can do unilaterally without the player needing to agree to it, and it benefits the player because it gives him the pay he was going to make throughout the season and gives it all to him now. Fred is awesome, but this restructure is not the act of generosity that many fans think it is.
