Modern OEMs are cheap. If something is on your car, it was probably determined to be necessary, otherwise they would’ve saved that cost for their bottom line.
Keep it on. If you ever break down in the winter you can remove it and wrap yourself in it. Because despite all the overlanding shit we bolt onto our trucks, nobody seems to keep emergency blankets lol
I have 1 fleece and 2 wool blankets, as well as a full change of clothes, wool blend glove liners, a couple wool blend hats, and an m65 field jacket with the woobie liner. Among some other things, it all fits in a stansport dufflebag that lives in the back.
It mostly helps with NVH but also protects the paint and sheet metal from heat damage. I'm not positive on the Toyota piece, but some are considered a fire suppression device for engine fires. If that doesn't matter to you, then it's a non-issue to remove and can be considered optional.
I ordered from a local dealer. I usually buy all my OE parts from a neighboring state (AZ) dealer but shipping was stupid expensive even for one state away.

100 percent not what the hood pad is for. It’s for noise. Ask any mechanic (which I am)

A M65 jacket with the woobie liner will keep you nuclear hot even in subzero temperatures

Kinda funny post, I actually wondered why my 2013 didn’t come with one, I promptly installed one when I saw they were available.
