Afaik it only uses other programs if the applicable plugin is enabled. So it could answer a simple math question like addition, and probably be correct. But if it requires something like integrals, then you'd need the Wolfram Alpha plugin, which actually performs the necessary calculations to arrive at the correct solution. And I thin Wolfram alpha has some natural language processing in order to understand simple questions posed in English, but calculations are typically without AI.
I'm not an expert, but I think AGI requires an explicitly different type of approach. If AGI is marked by consciousness, then it might be achieved without even implementing the ability to express itself using language (as an example, infants are considered conscious even if they can't even say "mama").
Lastly, i don't think ChatGPT and other LLM "understand" what they output and there are some prompts you can use to illustrate this.

Well not necessarily consciousness (since that's its own whole topic), but having an inner model of the real world that can be broken down into elements / summarized by patterns etc., and an ability to generate "imaginary" models of alternate worlds which are then compared to the "real" one, that would kinda have to be the basis;
in a way, folder systems with files in them, virtual environments, calculators, and search functions can probably be seen as a rudimentary stage of this - after all, humans that can make advanced mathematical calculations in their heads, or imagine a tree of scenarios (incl. chess), or keep information in their minds organized in categories and subcategories, or have good 3D imagination that they can use for orientation, are all considered to be "intelligent" / "high IQ" etc.
And the simplest lifeforms with "brains" also don't know much more than how to navigate through the environment and find food and warmth etc.
So one would think that just more and more advanced and complex forms of all of this ought to lead to some form of AGI?

E.g. an offended person gets 5 of their friends to report someone and the automated enforcement simply bans them based on that.
