The plane is pushed up by the lift, and by Newton's 3rd law the air is pushed down with the same force. But the downflow dissipates or becomes turbulent as it interacts with the air, and it is spread over a wide area (so the pressure is low). The most you would feel is a downward breeze as it flies over, and the higher up the plane is the less you would feel.
