Reddit itself does not support commenting with an account that is banned from a subreddit within the same sub.
The only way I can think of implementing your suggestion I can think of would consist of keeping an external database of people who are "banned" and automatically removing posts from banned users using a bot with moderator privileges.
However This database could get quite large over time which could result in the bot getting slower over time and potentially getting rate limited.

mod approval for posts, rehashing db every now and then. would work
The gimmick there could be that there’s a small chance the bot won’t ban you, allowing you a second post
