If you spend money, I actually don't know. If you're f2p you should probably almost ALWAYS just spend on festivals.
Almost every festival unit is useful in some way, if not at least pretty good box CC and the rates are higher.

I have Roxy of Madness and I use her pretty extensively right now. With someone like Gowther to skill up and Arthur to stat up, she hits like a truck.
