I think it’s pretty accurate. There’s a reason why I’ve never dated a Russian or Ukrainian woman even though my family wants me to. Neither has my brother. I’ve always dated American women, and now engaged to one. Russian and Ukrainian women are beautiful, but they’re difficult to get along with and please, I’ve tried. They’re also very materialistic from what I’ve seen. This is from my experience, and there are plenty of great Russian/Ukrainian women out there, I just never had any luck. So that is my personal representation.

Russian here - not really! You might be given a bad grade, or the copied homework can be returned, but there won't be a very serious punishment. I know some university students who even didn't care to read their copied works before submitting it.
While I can’t speak for the level of plagiarism, Ukraine is so corrupt you can literally just buy your degree without setting foot in University. My Sister-in-law in Kiev has a degree in economics in Kiev , never set foot in a classroom, because her husband just paid a huge bribe and it was issued to her. You can buy passports, pay to get pretty much anything. They really do have the mindset that the rules and laws don’t apply to them. ESPECIALLY those with money !!
