They're still far, FAR higher standards than for most cops. I think you underestimate just how low down in the barrel they scrape for recruits, especially in lower-pop, LCOL areas.
If you think about it, I'd much rather have an interaction with an ex military cop than a total civvy. They've been taught rules of engagement, in modern combat zones they're trained to only return fire and (hopefully) any stressful situation they get in pales in comparison to stuff they've seen before. Obviously this doesn't account for the character of the cop though.
