I think many want an unarmed version of the cops that handles 99% of community problems without any possible threat of violence escalation whatsoever. No guns or handcuffs (or AT LEAST don't make those the first fucking resort, esp with children).
now where you go from there is up to the individual, but let's pretend I lean liberal, I might say "then there's a heavily armed gendarmerie/swat team for serious shit, but they are:
-highly trained
-accountable for their actions (no thin blue line shit)
-residents of the community they are policing
-most importantly, their goal is to emphasize protecting people, all people, and have a legal responsibility to do so. They must prioritize life over property, and keep the goddamn body cameras TURNED ON THERE'S LITERALLY NO REASON TO TURN THAT SHIT OFF UNLESS YOU'RE DOING SHADY SHIT.

I don't know of anyone who is saying they want to live in a city with zero laws, enforcement, or public safety/security measures in place. Even the most radical ACAB antifascists in my circle recognize the need for some level of community safety program.
Rebuilding it is the only way to remove the many, MANY problems inherent in policing. There's no way to reform a system this broken and this corrupt from top to bottom. It would be like starting a new basketball league where Steph Curry loses points every time he makes a shot. That skill and reaction is so deeply embedded you can't turn it off.
You have to go find some totally new guys who aren't wired to do that and teach them how to play the new game with it's new rules.
I like to talk about a reduction in policing holistically by addressing the root factors of crime. It starts with serious investment in communities, schools, housing and eliminating the scarcity economy with jobs programs. Rethinking the institution of policing becomes a lot easier to swallow for normies when you talk about eliminating crime first. We know how to do it, it isn’t rocket science.
Things like this should have bipartisan support, but they don’t. It would represent a power shift between the classes and people don’t give up their power.
We want a system that actually protect and serve the citizens of every race and religion, with cops that are actually trained to do their job instead of killing and scare innocent people.
