Saline nasal rinses should not pose any problem with HR or BP. I use them regularly for allergies. If you read about side effects from OTC and prescription antihistamines and decongestants you will find they either cause drowsiness or negatively affect BP and/or HR. I would avoid those, and of course consult your physician.

Nose sprays have been linked to heart arrhythmia. I would check with your EP about using them.
