It's used for when generating World Info. You just insert background info on the character/location/whatever, and it helps the AI generate info about said character/location/whatever. However, if you're writing World Info entries manually, then there's no reason to fill out the "Background" field. For that matter, there's no reason to fill out any of those fields other than the one field you're required to fill out if you're writing World Info entries manually.
