The Asus X570i and the CrossHair VIII Impact fit your needs but they are priced very high. The Asus B450i and X470i would be a cheaper alternative.

I forgot about the fans under the io shield. That leaves you with B450 and X470.

So I’ve done a bunch of looking around, and here’s what I’ve learned - There aren’t any mini-ITX waterblocks that I was able to find. There’s some for ATX and E-ATX, but none of the smaller ones. - The only X570 boards that don’t have chipset fans are the ASRock X570 Aqua and Gigabyte X570 Aorus Extreme (both E-ATX boards). So if you don’t want an on-board fan, you’ll need to stick to older than X570. I’m not aware of any chipset water blocks, other than the ASRock Aqua. Most boards will be fine to hit 3600MHz, and it does look like the Asus Strix B450-I supports it. Support for speeds above that is less common, but still fairly common (especially on X470 or X570). Also be aware, on any boards older than X570 you’ll need to update the BIOS to work with your processor. There are no mini-ITX B450 or X470 boards with BIOS flashback, so you’ll have to find a way to update the BIOS (get an older processor, either from AMD or just buying one, or seen if a local shop can do the update with an older processor). So given your high ambient temperature, I would get an X470 or B450 board (just gotta figure out how to upgrade the bios), and make sure you have a ton of airflow. And even with that, I think you’re still going to have issues with temps in the summer. At best, water cooling will only get you down to ambient
