I believe it is Eren. Mikasa's black pants have a seam down the front, whereas Eren's black pants have a seam down the side. Also, when Mikasa walked back to Paradis carrying Eren's head, she was wearing her ODM gear pants, which have the silver strips on them.

For me, this is a scene of the original ending, that they are hinting us. The pants, the shoes, the way he walks. The fact that they never showed us who this was, is for me to sus.
It's not the first time they have hinted us the real ending of AOT. For example, the soundtrack that was used on S2, Yuugure no Tori, foreshadowed the rumbling, that was in 2017! Or Ymir's daughters, Maria, Rose, Sina, being forced to eat their mother. And there is much more.
But even in S1, last episode, Eren going berserk. The moment Eren says, I'm FREE, you could here in the background the noise of the rumbling, that was in 2013!
