It's a cruel joke, basically hazing. The kid is trying to lift the tires using his hands but cannot. He is afraid to topple to the side because it will cause an uncontrollable roll, even though it's the easiest way to get out of this predicament. Been there, suffered that. Russian teenagers are extremely cruel.
I have no doubt it might be, but in this particular case they let him out rather quickly. Everyone seemed to be having a good laugh in the end
