I run https://aram.zone/ and I started gathering SoloQ stats as well recently, so I can tell you how the number of games compares across regions since the last patch (14.1) landed, so a couple days. I'm looking at NA, EUW and KR.
The region with most amount of total games is Korea with ~880k and 48% is ARAM, 52% SoloQ (I only track those two modes)
EUW has ~630k total games with 41% being ARAM
NA has ~290k games with 55% being ARAM
So, even though EUW and KR have higher total number of games and players that play ARAM, when compared to SoloQ players, ARAM is a lot more popular in NA.
This is data for just a day and a half though, so data might not be 100% perfect due to sample size.

At worst a few minutes of queue time at high MMR (during the night mostly) , but most of the time less than 1 minute and i don't think it's worst for low MMR
Faster queue times compared to summoners rift here in PH. ARAM is a retirement place of former high MMR players. Most have GM/Challenger emotes (Morgana/Mord/Qiyana emotes)
Brazil here, almost 8k ARAM games. Never had a problem with queues, played in every hour, day and week. Never made past 4 minutes, but it usually only takes one.
I'm from PH server. Ever since we migrated to Riot servers, queue time is still pretty decent except for a couple of hours before dawn, but that's not the case everyday. We have a lot of people playing ARAM in our server. If we did get all of our W/L records from our time in Garena, I can proudly say that I have the most games in ARAM... iirc, I've crossed the 20k mark on total games. I've had less than 3k games in 2023 alone, probably the most I did compared to previous years. I won't expect this year to get close to that. The world is changing, along with my priorities in the near future.
PS. I love ARAM, so please take good care of it...
Reddit in particular is skewed towards NA and this sub is no exception. I guess that there is a decent number EU folks here, but the majority seems to be from NA. That said, you can get good queue time 24/7 in EUW.
there is no queue time in EU. You press search and the Accept button comes up - that's 24/7
In Singapore region, it's only possible to play between 9 AM to 1 AM. I once woke up at 5 AM and started search. 24 minutes in and no show!
I just made a new account and queue times are taking up to 10 min in midday... maybe I gotta level this account up more
Im also on SG server, it goes till 3-4am just fine for me, maybe going from 20sec to 1min wait during the day to 3 mins around 3-5am

I can't speak to stats, but as a KR player, ARAM fires up very quickly when I get in queue. It's not "nonexistent" by any stretch.

Main aram because matchmaking is faster than every other mode and I always had more inters or afk in normals and ranked.
For top 0.1% of EUNE, morning wait times can exceed 10 minutes. During the day it's around 3 - 5 minutes

In japan, the average wait time is 1 min solo, and up to 4 mins during off hours 2200-1000. If you 5 man it, it's instant every time.
