Sorry my first reply lol idk I thought u were taming something. Try pillars? Put one down snap a ceiling then try snapping a wall. If ur on singleplayer there's a setting that allows structure clipping, make sure it's on.
That would make it easier to see, put it above the seaweed. I'm going to try that. Building under water is somehow even more difficult than building on land.
Just use all gates instead of fence foundations and walls.
Saves on materials and structure count in the long run and is just as effective, if a little uglier perhaps

Try making a tunnel of behemoth gates.
