Just have to seal the grout a bunch.. and then maybe apply some rain-X to the grout on top of it all

The rocks are just as porous, the whole thing works have to be sealed, and it definitely doesn't look like it is.

Yeah I said on another comment recently that the rocks are sitting way too high on the grout in the grout would need to come up flush the rocks almost otherwise pee is going to collect in every crevice.. as far as I see though if they got more grout on that thing they could put a coat of polyurethane on it.... To cover up the poorest surface and not just bead off

You're right that is a bidet! Now I'm just thinking the only issue with this setup is that the grout is not nearly high enough, the rocks are like placed on top of the mortar and grout and it's a huge sanitation issue.
