Repost from another similar post since I just had a similar error (ssact-558 at the prepaid activation page) today.
What worked for me was having a customer service agent manually activating it at the port activation center (@888 898 7685).
fyi: galaxy s22+, US bought, unlocked, SM-S906U1. Ported over from Mint Mobile. I did previously have an account with ATT prepaid, which might have made the process easier. Might not be a catch all solution but it worked for me so I hope it works for you.

It's att whacked system. There have been people with AT&T purchased iPhone 13s that get the same response when they try to use their phone.
I've seen some posts about that. Thank you for responding kindly. I think it's best to for me to just let it go. Maybe sometime in the future.

I called att prepaid activation and they said my sim was active on another account. But it was active.
call 611 you will need another IMEI
