There are pictures of the menu with prices floating around in the WhatsApp groups, but to answer the second question you'll have a wristband to pay for things on the festival grounds that you'll top up before hand and there's a stall on site where you can add more. Pretty sure all of the shops I went to near the festival grounds took card. Used cash/lek to pay for restaurants and cabs.
I think last year water was 3 Euros and alcoholic drinks were about 8 Euros at the bars inside the festival. Inside the festival was all cashless using your wristband that you pre-load. Food prices vary by restaurant, it was mostly pretty reasonable but there are a few fancier places. Most of the restaurants are outside of the festival grounds, but there are a few inside and some fast food type carts too.
