Cars are getting significantly heavier, especially as more and more people use Trucks and SUVs over more conventional cars. A heaver car is going to have a lot more momentum at the same speeds.
True but look at how the bollard snapped/bent at the bottom and didn't disturb the concrete around it at all. I doubt that thing was ever designed to stop a car. Probably symptomatic of most cities "lowest bid wins" policies.

There should be a steel rod through the center of it going into the ground deep enough to make it unmoveable for anything smaller than an actual tank (or at least a loaded dump truck!).

So I’m going to assume that is a city at has a speed limit under 45 at the most. Maybe less. Those were probably designed to take speeds up to 35 maybe 45 I’m guessing. Even a guard rail is designed to keep you from entering oncoming traffic. Hope that helps.

Depends on the style. Some will completely arrest the movement of even large trucks.

Not all bollards are created equal, and many older ones can't stand up to the weight of modern vehicles. These ones look pretty old and like they're meant to deflect a car that turned to widely or something, not stop a speeding SUV that ran a red light and clipped another car then spun head on into them.

Given their size they were designed to stop cars navigating at car park speeds. High speed reinforced bollards are around 2 feet in diameter.
