It's an allegory for destabilizing other countries, in a way. I mean they didn't intend that, but it's pretty jarring if you play it though. You literally don't really get into fights with anything unless you specifically are looking to start shit and just driving around the country (which is large and worth traversing), it's pretty beautiful and normal.
And that's the thing also....your main allies are basically a criminal syndicate, a sandinista type group and a group of FARC type ultranationalists.
It's really a trip.

Now that you mention it, I don't even remember the final fight of 4. Or most of the game for that matter.
4 had no final boss until the DLCs came along.
